Microsoft website is being its usual unhelpful self and the only one I can find is for XP, which when I try to download it, says its not compatible with my version of windows.
On my old laptop (which was XP) I used to just right click on the picture and it gave me the option to resize it. (because I had the image resizer)
Can anyone help, its for a friend who is trying to resize a pic, but she could send it to me and I do it. She has vista and can't download the XP one either.
If you're not hugely fussy about quality, Paint will do it.
If you are fussy about quality, use something like pixlr express online

Or take this chance to start organising all your pictures (and backing up!) with picasa! It'll do everything you want and much much much more, this is a sledgehammer to crack a nut for this situation. But as a quick dirty photostorage solution for editing pulling off camera dumping on facebook picasaweb emailing to parents it doesnt get better. I've got my mum using it and she absolutely loves it and she hasn't really got a clue about much computery type gizmos! :D

I'd recommend Picasa, I think it has features that are very accessible for things like this. I've not used it myself, only seen it being used and heard people talk about it.
If you want to stay away from the web-based stuff, Faststone Image Viewer (http://www.faststone.org/) will do the job (and a few other things too).

I introduced my mum to it having heard it was so easy to use, after showing her slowly started using it myself, and its funny how it ties everything together most people need to do with point and shoot photos! Its very very clever stuff, basically like a clever automated lightroom like app. Should try it!

I guess it depends what you want to do and what image it is, if its just any old random image picasa is probably a little unweildy now i'm thinking about it more. But if its a picture from a set imports from a camera a while ago, there are three ways, resize whilst exporting (copying to a new folder), resize whilst emailing or resize whilst uploading to web albums. I think in most cases picasa assumes you dont want to resize because you're losing information from the original picture file.
Having a root around i found this which is a clone of the XP original for vista/7 :)

I use Irfanview (http://www.irfanview.com/)
