Normalise volume of MKV (maybe AVI too)

A couple of films I have are very very quiet, to the point that playing them on the TV, even at full volume it's barely audible.

What's the best thing to use to alter the audio levels of the actual file so I can increase them up to something normal?

Oh and if I can shift the audio track a few hundred ms either way that'd be good too.

I'm not sure if you can save the output but VLC does allow normalisation and shifting the audio track. It may be just on the fly though and with no output options, I've never tried to save anything with it.

Indeed, MPC-HC can do it on the fly, i'm after altering the file permanently though for playback across a variety of devices.

If VirtualDub can open the file, it'll do it, but you might need to hunt around for a 'modified' version (I use VirtualDub-MPEG2 which can open DVB-T streams, unlike the original).

I've used it a few times for shifting the audio track, and it will do volume boosts too.

The original may handle AVI (depending on what's inside the container), but I'm not sure any of them will handle MKV.
