It's a 'bug' in the Independent website. As long as the URL has the ID number as the end in you can put in any text you like.

So for example, link (http://www.independent.co.uk/life-style/food-and-drink/pheebs-is-nuts-2269573.html).

We found one today at work on the state's own webserver (not us). It pays attention to the first bit of the URL and as soon as it finds a match it takes you to the site. So /dotax takes you to /dot, department of transport, instead of the department of taxation.

So the secret is revealed for all those Birthers convinced Obama is a foreigner:
