Suggestions from around the office are boring or not that funny:
Lifts.
Tube Tunnel being built the wrong way up.
Launch tube for anti-satellite missiles.
Gladiator arena for ants!

That was the first thing that popped into my head when I saw the second pic.
Whatever it is its causing fights amongst the builders. I didn't get my phone out in time to get a photo, but we had two groups of builders fighting over it. One of them went so far as to pick up a spade and started to swing it at another builder before the foreman managed to intervene. First we heard was the foreman yelling across the site "OI OI OI OI OI!", queue half our floor rushing to the windows to see what was going on :D

its too low for a roof garden, that's effectively ground floor. It has a fairly deep basement on that site that gives a false impression of height. I'm only up on the third floor, taking that picture looking straight down.
Yeah it looks to be soil though. Really strange.
Ah, I thought it was the roof of an adjoining building. In that case...... regular garden? ;D
We were discussing this in the office. One guy suggested it would be for a tree, but others observed its a little shallow for tree roots.
"Oh, I know, maybe its for like a bonsai tree. A giant bonsai tree"
Everyone just turned and looked at him.

I think the phrase is EPIC FAIL! (look at rear right wheel)
Pure genius reversing a crane truck backwards over relatively freshly laid soil that has been rained on almost constantly for the past couple of days.
