What's wrong with my TV?

Seriously though, watch the clip, and keep an eye 1/3 of the way up the screen. The picture kind of 'breaks', like the bottom third is ever so slightly offset by the top 2. Occurs when there's a lot happening on screen (rapid colour changes), and only just started. You can really see it when the camera zooms out from that van.

TV's ~18 months or so old, and is a Samsung 23". I'm sure there's a term for what's happening, and I'm sure one of you folk will know it so I can read up on it
