Default anyone understand tax in relation to US share transactions

I have sold US shares many times through 3 different brokers and never had to pay any tax ( other than the negligible securities charges )

I am now trying to model some share options using a cashless sell but when I do the brokers system says it is subject to 48% tax

I have a valid W8-BEN lodged with the broker

I have tried getting an answer from them but they are taking ages

anyone understand this stuff ?
