Is it true that Saints Row is more like GTA 'used' to be (ie. incredibly silly over the top carnage as opposed to the cabaret visiting nonsense in GTAIV)? Really tempted to invest in this game if true.

Yes, it's true. Saints Row 1 was way more fun than GTAIV and Saints Row 2 has gone even further with the ability to do crazy stuff like Bi-Planes, Monster Trucks and even Streak Naked down the streets.
