If you've completed the mission that opens the second island (the first Playboy X mission?) you can instantly call Brucie and see if he wants to take a helicopter tour. You're transported to a helipad and can fly straight away.

Yup, it's the first Playboy mission that opens up that island First time I found the Helicopters I went for a tour on one of them, though I thought it best if I flew it myself to make sure I didn't miss anything

Was just running along the edge of the river trying to lose a two-star wanted level for the blackmail mission and some guy just yelled "Nothing ruins a good workout like some scrawny pussy with a gun!".
