That looks like the XP reference - I dont think it's included by default there, most of the good stuff is in the support tools or resource kit.

They include a lot more in Vista thankfully. Still have to throw a ton of WIN32 versions of *nix utils at it to make it useful though

Windows Server 2003 Resource Kit Tools

You certainly want that last one installed and on your PATH somewhere
