Yes, but those accidents are generally minor bumps and prangs, because they're at low speeds, which is the whole point.

Drive at 20mph past a school and yes, you'll still get accidents, and yes, maybe just as many as if the limit was 40. The difference is there will be a lot more dead kids rather than a few bumps and bruises and the odd broken bone.
