Had similar experiences before when even though I've scanned something I've to wait on assistance, which usually means someone coming up, without even acknowledging me and scanning a laminated card.

Its cause the reuseable bag could be something you haven't scanned and don't want to pay for (i.e. steal!). But the system could be designed to let you use your own bags I agree.
