Default cmd help

Using cmd to try and set up a bootable USB drive following instructions here but coming a bit unstuck at step 7.

cd E:\boot
Now, I tried this in Windows 7 (as Administrator and not) and it seemed not to be working and so I rebooted to XP and it still won't have it.

I've tried it with the DVD and a mounted ISO and whichever way I do it that command is not changing the directory so I can't get to step 8 to run bootsect...

Any ideas why this is happening?

(And yes, I am using my own drive letters )
