I'm not sure they need enforcement. The incessant nitpicking notes from the neighbourhood would probably get boring very fast indeed.

My parents had terms in their deeds (freehold, I believe) that stated what they could plant, what colour they could have their front door, and so on. The owner of the estate would regularly check. You may say 'none of their business', but you agreed to those terms by moving in.
