Normalise volume of MKV (maybe AVI too)

A couple of films I have are very very quiet, to the point that playing them on the TV, even at full volume it's barely audible.

What's the best thing to use to alter the audio levels of the actual file so I can increase them up to something normal?

Oh and if I can shift the audio track a few hundred ms either way that'd be good too.
