They know that this is a gamers OS and gamers will want to upgrade to DX10, which will require a new GC. So I guess there thinking is why not make it an exclusive to Vista. Apparantly, the API interfaces are much simpler in DX10.. It wouldn't make much sense for rapid program development in DX10, then to re-code the same procedures for backward compatability.. I'm not sure how existing games are going fair up. time will only tell.
