It's not suprising at all and it happens often. Pretty much all my collegues have done the same. It was likely just a reset that they needed certification for. It was a fix that didn't require and test equipment or tools so it's really a non issue that just required a licence number.
Many certifying engineers carry their licence just in case to avoid a long delay they could pen off themselves.

Something this country really lacks atm. People are so scared of breaking the, sometimes ridiculous, heath and safety laws that they just say/do really stupid stuff.
Retail is a prime example when a worker doesn't know his/her legal rights and they get a bastard of a customer.
