I think it comes from Things To Do In Denver When You Are Dead and refers to drinks with friends, ideally on a boat.

Pretty much spot on there from KK.

BD started out when people started to get booted from another forum with a gangster theme TTDIDWYD is about double crossing and power crazed old men so it kinda seemed to fit, Boat Drinks are effectively what you have when you go to heaven and you no longer have to watch your back
