I think it is over 10 posts, at which point you can send PMs and view who is online etc. If I'm wrong I'm sure someone will correct me.

Although does it matter much how many people are online? If you get responses then there must be someone around.

Actually, this is wrong don't even know how the forums are set up

10 posts allows you to PM. We added this to stop bots spamming PM's about. We'll take a look at the who's online stuff and maybe change it.
