I don't see the point in having security on them at all. All it does is let you know if someone tried to view the PIN before you. It's not like someone is going to open the letter, see that they have to scratch off a panel and think 'nope, can't be arsed with that' *throws away stolen bank card*. Might as well print it in plain text.
