I set up a dedicated BD TS server the other week when we first started playing Malc. Limited to 16 players at the moment (although there's been absolutely no lag on my PC/connection from it and if we hit 16 and it's still fine I can increase).

I dont think anyone would mind

I assume he has Steam and CS:S installed, so tell him to just add 82.110.127.251:27015 to his favourite servers. Thats Burbles server, and the password is omgwtfbbq.

His username is invalid when I try to add it to my friends, so I guess thats not his account name. Not that we need it for him to join or anything, the password is all he needs for that.
