The absinthe sold in shops is a different kettle of fish to the absinthe that'll bring the pixies ;-)

The lowest ABV Absinthe I found on thedrinkshop.com was 45% with the majority being 60-68% and one at 85%. I don't know about anybody else but I find that any spirit over about 55% ABV is virtually undrinkable unless heavily diluted and if you're going to dilute it, why bother with silly ABV percentages in the first place? Anybody who drinks spirits of 85% ABV and the like is doing it for willy waving purposes IMO.
The hallucigenic version of Absinthe is banned in most countries nowadays but, as AcidHell2 says, it can still apparently be found in some countries if you know where to look.

IIRC, Thujone, the supposed hallucinogen in absinthe isn't hallucinogenic....

And the illegal underground shady stuff, is most likely made in bath tubs and vile - they'll stick the ABV up, and by the time you've drunk enough to see the faries you'll be dead from alcohol poisoning And the method of getting it into the absinthe, via wormwood, makes it physically impossible to get enough into the drink.

It tastes great. But then I like anything aniseed flavoured.
