Restoring the phone doesn't reset the counter. At least is shouldn't if you restored from a backup.

Have handset prices been announced yet or is that just the 'upgrade fee' which is yet to be added to the base price of the handset?

Oh ok. It will depend a lot on specific contracts I guess, just so far from what i've heard the 'upgrade fee' is on top of the handset fee - yours may well have been free anyway.
I was mostly interested in whether the prices had been announced yet

They didn't have a clue on the phone, they told me to look on the website because they had no more information than that.

the handset costs will likely be very similar to the 3gs costs just now based on the prices being charged in the states. so unless you're on 45quid for 24 months or above, you'll be looking at an additional cost for the handset. (all guesses really)

Do remember, past consumption is not an indicator to future consumption. The iPhone is now going multi-tasking (finally) and the kind of tasks that run in the background are liable to be ones that consume more data (e.g. RSS reader downloading articles).
You're also dealing with a larger resolution picture from the camera at 5mp , which will be creating photos roughly half as large again as the 3gs, and about twice that of the older phones. If you're routinely snapping and sharing through things like twitpic your data usage will increase. Keep an eye out

Even if it doubles the consumption it'll hardly touch 500mb / month for me.
