I don't see how they could without giving a favourable conversion rate to people who already have them. I have 12000+ points on my account. I wouldn't mind if they credit me with RRP on those points in a conversion.
Its a stupid system anyway, as are live cards. Why bother mailing boxes and selling them instead of just selling themselves over live for a smaller amount. Without shipping and third party mark up they could and should be selling 12 months themselves sub £30 and better value points cards.

The MS points things shows us one of the big un-addressed potential issues with digital distribution in general for me - where does the competition come from?
Competition on the high street/web means you can get MS points cheaper than from MS direct - even with the manufacturing and distribution cost of the cards, which is as you say, bonkers - but it's like that because there is competition in their marketplace. In 3 years time, if the publishers get their wish and digital distribution has taken off well and been broadly adopted/accepted by the majority of console owners, under the current system (a digital marketplace per platform) we as consumers are going to be disadvantaged by the lack of competition. I hope Microsoft's experiment with Amazon is deemed successful and is adopted not only world-wide (US at the moment), but eventually by Sony and Nintendo and beyond into the next generation - create the digital high street for gaming, and integrate them directly into the consoles. Because if they dont, then some government somewhere will force regulation upon them anyway, which is painful for all concerned. At the moment we're probably just taking a bit of early adoption pain, but so long as it works out in the end I can live with it (read: mostly make my purchases where there is competition for my money).
