According to the article they've already had 524 million euro funding and they're still in this position. Sounds like a combination of bad management and foolish distribution of their resources.

The problem was never the Nordschleife itself, but rather the whole entertainment complex that was built around the two circuits over the past five years or so. They spent hundreds of millions on hotels, shopping malls, rollercoasters and all manner of other crap that noone wanted to use and it was a massive failure. More than that, their attempted tie-ins with the hotels and circuits worked against many of the small businesses that had been the life-blood of the region for years and caused masses of animosity.

The tracks will survive, it's just a question of ridding themselves of all the dead wood and coming up with a sensible way forward.
