Phone the cops. If the owner can't be traced and the vehicle is causing an obstruction then the vehicle can be recovered and the owner gets the bill.

I did this a couplpe of weeks ago when a local car repair bloke couldn't get cars in and out of his garage as someone had parked right in front of it. Enquiries were made to trace the owner without success and the force recovery scheme covered getting it removed.
