I may be wrong but I have a feeling that HD-DVDs are region free and Blu-Ray is region locked?

Not as far as I'm aware. I don't think the studios would have that (unless that's one of the reasons they're quitting).

They both have the capabilities to be region locked.
Don't know of a single HD-DVD that is. Bluray's are now starting to be.
