I missed him as well, only know he's in there as I read about him beforehand. I think I missed quite a few followers tbh.

Doggie can be found in the lower-west end of the wastelands. I won't say exactly obviously. I encountered him during my first week of exploration in the wastelands and was totally taken by surprise. Minutes after getting him, he died in the very area I found him You'll know what I mean when you see what lurks there...

That may have been a random encounter then, as I've just read where he usually resides and it's fairly northern on the map. Apparently if you go past his usual spot without encountering him, he'll pop up later on in the game in a random encounter

I was playing it last night and have my game saved upto the point before you enter Raven Rock as that is the finale.
So there I am wondering around, kitted upto the max rambo style with very little that can take me on except maybe 5 deafclaws...when I stumble across the deafclaw santuary God that was scary! Found a bubble boy and a named weapon in there though! Even though I've found like 170+ locations, I'm still finding more spots! That I do like!

The dog is found either by 'Random Encounter' or in the Junkyard, which is where I found him.

Yups, but once raven rock is accessed there is no turning back afaik. So my next mission takes me there iirc. I'm not moving on until that next DLC arrives to remove that leveling cap.
