Some countries (including Denmark and other Nordic countries) have it as law to do so. Rumour has it the idea does actually reduce the number of accidents during the day.

To be honest, I would only have my lights on in heavy rain which has the same effect as fog. Any other time I don't have them on. Why do you need to? If you can still see people I don't see the point!

Im on about the full headlights. Its been bright and sunny all week here, yet I have seen countless cars with the full beam of the headlights on. Its a waste of the cars energy if nothing else than as well an unnecessary annoyance. Adapting your driving based on the weather conditions is normal, this (in my opinion) isn't
