Not true, David is the 10th incarnation, and there can be up to 13 incarnations of the doctor, however the Master has already managed to circumvent this.

I don't believe its a true regen, there are some weird inconsistancies with this episode including the woman who says Donna has something on her back.

Whichever it was, it was still bloody irritating which is all that matters to me
