I'm naturally cautious of this sort of thing as well, that's why I've got CPU-Z running all the time for a bit while I monitor how it's doing. If I find it's at low speed when it should be fast then I'll bin it straight away but it's been good so far

This sort of thing exists in a number of names now - I believe it's a pseudo function of ACPI, though normally entirely managed by the chipset rather than the OS per-se. Much handy on business machines and laptops - and works quite well, it scales back up very quickly when the juice is needed.

Couldn't remember why exactly so I did a bit of checking. You need to turn it off whilst in the act of overclocking as you won't be able to change certain values with it on (Vcore being one of them iirc). Once you have your overclock the way you want it, you can switch it back on.
