I'm confused... You don't buy Gold on a per game basis. You pay for Xbox Live Gold as a bundle which can come in various durations, 1 month, 3 months, 6 months and 12 months.
Once the subscription is active the gamertag it is redeemed on will be Gold enabled for the duration of the card. You do not need to buy a game with multiplayer.
Xbox Live Gold enables you to play games online and also to get access to premium content a week or two earlier.

Also, does the xbox come with parental control, and can i fix the IP address? I know this sounds noob'ish but really, I know nothing about the xbox other than to send them back when they go wrong.

Comes with parental control, you can set certain age ratings to play fine and others to require a pass code to access.
You can also sort all the IP settings.
