Need to track website usage

Got a friend of mine whose staff, he thinks, are spending a little too much time browsing the net and not working. Any recommendations for any free software that can be installed to track net usage? Windows based (XP and Win7) and obviously needs to run silently in the background.

I did look through some router settings to see if it would log anything but it's just logging far too much info to be of any use.
