I'll now try to find out more about it.
I like the nose buried in the concrete look.

I can admire the work put into it. I can even admire the choice in parts used. But I do have to ask the owner, "Why do all that to a Neon for God's sake????".

Anyways, the bonnet hinges are purposely rearranged so it sticks up like that as a "poor man's" way of incorporating a hood scoop for cooling. It raises the rear of the bonnet so as to allow all the hot air in the engine bay to escape, thereby keeping things cool under there. Especially beneficial on vehicles known for overheating when put under duress. Like driving a Neon down the street at more than 30mph...

Actually, I shouldn't rag on the Neon too much. Tina's current one is getting my arse all over the county doing my job. Much better than my unregistered Jeep is right now....

Hmm.. not my thing. I do have to wonder, though. Pink wheels? What self respecting person puts pink wheels/wheel covers on?

That's been the general comment. It's gone down well on Retro Rides
