Accessing a USB hard drive attached to an Xbox 360?
If I plug an external USB hard drive into my Xbox 360 is it possible for me to attach to that hard drive and dump media onto it over the LAN?
Or am I on cloud cuckoo land for even thinking such a thing?

360 will only mount external volumes read only, so even if you could get to it you wouldnt be able to write to it

Hmmmmmm.
So the way to do it would be to get an enclosure that has both LAN and USB on it so that I can dump stuff via the LAN port onto it and then play it on the 360 via USB?

The enclosures that I've used with USB and ethernet have only allowed one connection to be used at a time. From memory the Icybox something-or-other shuts down the ethernet interface if the USB port is in use.

That's not a problem, I won't be dumping stuff onto the drive when the 360 is turned on so as long as it's clever enough to shut off the LAN when the 360 starts up and then enable it again once the 360 lets go of it then it'll be perfect.

While it's possible in theory (a NAS box needs some form of embedded processing capability) I expect most (if not all) enclosures of this type will be the same. Multiplexing requests over more than one interface requires more complex firmware and save the odd enthusiast there just isn't the demand.

Depends on what type of Icybox.

To be honest the 360 is quite nice with the formats it will read. Mine reads my HFS+ drive perfectly. Plus I can have large files on there with no issues.
